why would they lobby for it? supply isn't the problem, refining is.

reduce demand . . . and you reduce the need for supply. Conserve (especially in auto and heating) and you severely reduce the need to refine.

Since the oil industry has not built a new refinery in nearly 30 years (in this country), a true energy plan (which put a premium on conservation and use reduction) would obviate the need to build new facilities.

no, simple bureucrat 101 (aka dreamworld). what economists in his right mind would predict that consumption woudl decrease? people want stuff like houses, cars, train rides, good from china, etc, etc most of which requires the use of refined products. I assume you are one of those old hippies that wants all to get back to living in caves no? I mean conservation is one thing, but assuming a country with a growing population will use less refined oil in 30 years is bordering on senility...sir.
