The other problem is its everybody's proxy war. Iran pouring in money to all the Shia militias - just to be sure they have money on the winning horse whoever that might be. Saudi Arabia pouring money into the Sunni militias, including the insurgency, just to hedge their bets against another Shia religious state just north of their border, inflaming their own persecuted Shia relgious minority. The US pouring money everywhere to show some semblance of "progress" in the civil government but with the various ethnic factions stealing everything they can from the various government agencies they each control to stockpile weapons and cash for the coming showdown.
Has anybody read much about the Mahdi Army controlled Health Department? They hire almost as many "security guards" as doctors. Sunni's fear going to the morgue or the hospital because the the guards loyal to Mokada Al Sadr use their medical info to track them down later in night time death squad attacks. One of the wives of one of the more prominant Sunni groups wife was killed during cancer tratment by "guards" who decided it was time to interrupt her medical treatment with a little unscheduled "interrogation".
That's the problem with the neocons refusal to talk Iran. We foot the bill for the corruption laced semblance of a civil government but its really all factions supported by either Iran or Saudi Arabia. Its not about "rewarding" Iran - its about getting the Saudi's and the Iranians in a room together to face facts that if they continue to fund the ethnic dissolution of civil government in Iraq the resulting tempest will engulf them as well. But you can't have that meeting if you won't talk to the Iranians.
