Um, no he wasn't. Clinton never intended to invade Iraq. It was low on his list of priorities. A conservative think tank headed by Wolfowitz and Cheney urged it in 1998 and Clinton openly rejected the idea and continued to express support for sanctions. Allright was quoted as saying that the sanctions would remain in place until Saddam was gone or until the end of time, whichever came first. Clinton barely enforced the no fly zones and, through other conflicts, he demonstrated a distaste for committing ground troops.
