The problem with taxing this product is that the majority of opium being produced is coming from the Helmat province. The helmat province is controlled by the Taliban and its allies, so there would be no way for the central government to tax a product coming from an area it doesn't control. Also, there is no way in heck the US government and its allies that are propping up the central government would ever let this happen.
However the irony is that though it is illegal, the government is afraid to eradicate crops because they fear that this will alienate the farmers and turn them to the Taliban and against them. Basically the government is between a rock and a hard place.
