Does anybody know a good place to buy ribbon in University City generally or Spruce Hill in particular?

Um no - to the best of my knwoledge there is no place to buy fabric in UCity at all. The best deal for cheap, cheap discount fabrics in Philly is Jomar which has several outlets all over town. There used to be one on 69th St. in Upper Darby but I heard it recently closed. There is another good sized one in South Philly in the industrial section under 95 off of Oregon behind Tony Luke's. Their largest store is in an old factory on the Boulevard next to the Home Depot near Oxford Circle. alternately there is always Fabric Row near 4th and Bainbridge.
