My impressions of the area come from living about six block south of Market for a few months, often riding my bike up to 45th & Market then out Powelton to head over to Fairmount Park and the Art Museum area. Now, that was three years ago, some things have changed, but here's the general layout. Market street is a very high traffic road, as is Chestnut Street in this area. So, you have a group of homes that are mixed in with large blocks of businesses, some offices, but also garages, gas station, etc. In the area between Chestnut and Market the "neighborhood fabric" is torn, or at least it is streched very thin, As you go south, block by block, Chestnut, Sansom, Locust, Spruce, the homes become larger, there are more trees and more people around. If you don't like the area, you might broaden your search a little north and east to look into Powelton, or look a few blocks further south into Spruce Hill. I'd go for Warren & Spring Garden before I'd go for 45th & Market. Neither are wonderful neighborhoods, but you'll have more of a "neighborhood" feel at W & SG. You'll probably actually meet your neighbors there, which likely won't happen at 45th & Market.
OTOH, there's a thread about transit oriented development around the 46th st el stop that's pretty interesting, so 45th & Market may be the less desirably location at the moment, but possibly also the one with the better long-term potential.
