I was just wondering if anybody has noticed an older gentleman with two large dog on 45th street who NEVER picks up after them. When I say something to him he always responses "on my way back I will get it" and of course he never does. Is there someone I can call to report this person. He even lets his dogs do their thing in the dirt right outside a daycare. He is a local person who has no regard for our neighborhood and I would like to somehow hold him accountable for his actions or lack thereof. Does anyone have any suggestions or know this man to try to explain that this is unsanitary and he needs to clean up after his dogs!!

Try videotaping the illigeal activity and posting it on YouTube.

Maybe contact UCD? Rally your neighbors / local businesses.

Or, pick it up yourself and put it in a bag. When the man is "on his way back" you could hand him the bag.

I would collect the poo, follow him home and throw it on his porch.

You mentioned that he is older - is it possible that he is not physically capable of stooping down to pick up the poo?

If that isn't the case, I love the throw it on his porch idea, lol.
