My neighbor is a contractor. He stores a log of material and tools in his illegally constructed garage, but it seems it's not large enough for his requirements. So, he procured a storage facility "on wheels". Neighborhood artists have taken to enhancing this extension of his storage facility with decorative colors:

EDITED TO ADD: Not that this will force him to remove the vehicle. It will at the very least inconvenience him and force him to put his info on the side of the truck.
