Default Neighbor's "Extended Storage Facility"

My neighbor is a contractor. He stores a log of material and tools in his illegally constructed garage, but it seems it's not large enough for his requirements. So, he procured a storage facility "on wheels". Neighborhood artists have taken to enhancing this extension of his storage facility with decorative colors:

The vehicle appears to be legally registered, but it never moves. It's sole purpose is to provide additional storage for my neighbor.

Is this illegal? Is there anything I can do, to remove this eyesore?

I'm fairly certain the truck's legal.

As for the garage, how do you know it's illegal?
You do need a permit to construct the garage and it needs to meet zoning standards.

Convince the police that this is a contractors vehicle and it is not properly marked. Legally speaking I think this may be your only option.

From the City code:

1) The Term "Commercial Vehicle" shall mean any vehicle used, constructed or equipped for the transportation of goods, wares, merchandise, tools or equipment in trade, commerce, repair or service work.

(2) Every commercial vehicle operating on the streets of the City shall at all times display permanently on both sides of the commercial vehicle in letters and numerals not less than three inches in height the name and address of the owner, and the type of business for which the vehicle is used. The name, address and telephone number of the owner and the type of business for which the Commercial Vehicle is used shall be printed on the vehicle or contained on signs affixed to the vehicle.

EDITED TO ADD: Not that this will force him to remove the vehicle. It will at the very least inconvenience him and force him to put his info on the side of the truck. Watch for tags to expire or tires to deflate to it can be considered abandoned and you can hassle him some more.

And they best way to avoid meeting those pesky requirements is to not bother asking permission.

And the best way to get L&I's attention (aside from a bride) is to point them in the direction of someone who built something without contacting them first.
