http://www.septa.org has a list of all places that sell tokens in the city.

There's a quickie-mart-type store that sells them at 42nd & Chester for $1.50 per token. It's a block south of Baltimore. It sucks, but it's still better than paying $2.00.

there is a check cashing place on 52nd and baltimore across the street from a big church that sells SEPTA tokens and passes-you can't miss it.

...except that there are places that sell them that are not on that list. The grocery store at 47th and Chester, for example. I'd like to know if there are any on Baltimore as well.

How does that other place get away with selling them for $1.50?

Places all over South Philly sell them for $1.50. Lots of areas of the city don't have a place that sells them close by, so corner store merchants buy a ton of them and sell them for a small profit. The news stand at Broad & Oregon sells them for $1.50 right outside the subway. And of course, SEPTA doesn't sell tokens anywhere nearby at all. If SEPTA had some conveniently located token machines, no one would have to pay the extra 20 cents per token just because it's better than paying $2.00

Better yet switch over to a farcard system that takes ATM cards like every other modern transit system in the US.

i've gotten them at lucky and mr. lee's (both at 47th and baltimore) a few times, each for $1.50...but they rarely have any on hand, you just have to ask. it beats paying an extra .50, for which you could spend on a loose cigarette or a hot dog at ikea.
