no.
When I lived in Roxborough they came around all the time, and yes, you could get high. Did someone just realize the drug war isn't working? Mr. BS, that's a great song.

I know it's always a problem...
Since ice cream trucks (especially the midnight and/or winter ones) are commonly known for selling drugs, it seems like it should be fairly easy for police to bust them. (But in reality, I guess it's probably not so easy) Here's where they busted one in NY. It says ""detectives began investigating Mr. Jordan after people in the neighborhood told them about his activities" http://www.nytimes.com/2007/08/04/ny.../04softee.html |

Is it a real ice cream truck? I've never seen it either, but I have heard it.
I remember when I was in high school, my brother's friend had a PA system installed into his car, and it had ice cream truck music on it. He used to play the music to mess with the little kids. They would come running out, but there was no ice cream truck. It was just silly teenage hijinks. He also had a police siren on it, and he could talk into a mic, just like a police car. He used to freak people out a lot, and they would often pull off the road, thinking they were being pulled over by an unmarked car. But it was completely harmless. I guess you could be right that this is a drug thing, but I always try to consider brighter possibilities. Maybe it's just some kids having a good time.
