Wow, the two threads that I have just merged have really gone to the dogs. I am wondering if we have trolls among us.
Yes, incessantly barking dogs are very hard on the dogs and the neighbors. A constantly barking dog is *not* a happy dog. He's usually lonely, bored, and/or frightened. (That's different from the dog that alerts on the mailman or the UPS man...that barking is over in a matter of a few minutes.) By the way, Mr. Brightside's dog is one of the best behaved dogs in the neighborhood.

But seriously, I never understood why some people treat dog ownership like it's some sort of requirement for American households and then give the ignorant owners a free pass when their dog disturbs the peace constantly. If I leaned out the window and screamed at the top of my lungs for hours on end I'm pretty sure people would be concerned. Take responsibility, bring the dog inside, shut it up, or get rid of it. End of story. |

That is the way it is supposed to be, Brian, but inconsiderate, unempathetic neighbors have made this a burgeoning issue in reviewing 'quality of life' laws. Ineffective, short-minded,unenforced, violator-favoring laws and agencies can abet discord in a hood between neighbors. My pet peeves are child-abuse, animal cruelty (Vick style) and now I am becoming active in eliminating 'Good Neighbor" abuse. Screw them owners that use an animal as a cheap 'intruder alarm'. Fine 'em, arrest 'em and then...educate them. (whatever order). Remove the dog and let them pay $300 and boarding costs to retrieve their pet. See how they like that. But as is addressed in that link I posted in last reply, {voluminous great info there} laws are retarded in their enforcement by more violent crime and - to my new suspicious way of thinking - conflict of interest of having more pet adoptions, [less 'put downs'] and then maybe having to go back and fine adoptees for not working with their pets if they develop chronic barking habit. I'm SICK of it. Actually, I'm not going the Elaine/Kramer route - and am in contact with the gentleman to whom PACCA answers to. 1.Fingers crossed 2. doctor appt. for 24/7 sedation scheduled 3. State/Fed. laws - suit info being gathered. |
