Cops have pepper spray (doesn't always work, some crazies love the taste.)
Supervisors and SWAT have access to Tasers.

Change of shift, summer vacations, details, IOD, sick days, backed up 911 calls could have all contributed to a slow response. But if they really needed help and called for it, officers would have come from across the street (1st District), Traffic (down in the Navy Yard), 3rd District, etc. I don't know what the exact situation was and whether they called for more help or not.
