These are two different violations.
The driver gets the points if he/she is cited by a police officer for Disregarding Steady Red Signal PA MVC 3112-a-3-1. Same as if you were stopped for speeding, you get points. The traffic camera cannot prove conclusively who was driving the car, so the registered owner receives the fine, but no points. I Forget the PA MVC section. FYI, speed enforcement cameras are being proposed and will be handled the same, no points just the fine.

While I don't know how accurate it is, photoenforced.com seems to think the broad and oregon camera is the only one in South Philly so far.

I think that maps more or less right; there's only a handful in the city so far, though I thought there were more on Roosevelt at this point (they put them up at the absolute worst intersections first).
