Any suggestions for a reasonably priced window repair. I have a small double pane window with a broken outer pane that needs repair.

Id suggest OREGON WINDOWS, I used them a few weeks back for an odd shaped window pane in my kitchen. I called, they came within 2 hours and were in/out of the house and did window in like 15 minutes. I forgot the price but thought very reasonable.
