Actually, my understanding is that it's going to be for exporting paper.
Apparently a new fruit importer is moving operations from CT to Philadelphia and will be operating at pier 82, 84 etc. The paper makes excellent ballast for the unloaded ships.
This is what I'm told was going to happen anyway.
