Don't know if this is a thread hijack or not, but the parking issue that really burns my buns is all the people who park in front of the "handicapped" ramps.
I see so many people having to walk out into the street because the sidewalk is totally blocked by a vehicle that has its rear end sticking out over the ramp and past the edge of the sidewalk. I see people in wheelchairs opting to ride in traffic because they know that they will be blocked by cars if they stay on the sidewalk. And maybe, if we are lucky, one or two of the very many will get a ticket once every few months or so. So we'll tie it back into the thread by complaining (I think justifiably so) about selective enforcement. Just enforce the laws we've got, guys! See how that works! Please.

As aggressive as the PPA is regarding ticketing and towing, I would be inclined to believe that the parking is legal. I could definitely be wrong about this - but between tickets and tows last year, I paid Philadelphia between $400 - $500 (granted, none of this was from parking south of washington)...

They do not make or enforce the laws. They do not tell the officers to enforce certain laws or be lax with others. The issue of parking in the middle of Broad Street has been discussed here before and its (non)enforcement is above the level of the street cop and even district captain. If this is your worst problem with South Philly, then you are lucky. By the way, I take offense to the corrupt part. The rest you are only partially correct about.

Even the mighty PPA could not do anything about it. Not too long ago a rookie PPA agent started writing the cars parked in the middle. Before he reached the other end of the block, phones were ringing all over City Hall and in City Council offices. His supervisor was there in record time to tell the agent of the error of his ways.

I saw the same thing from at least 10th Street to 15th Street, south of Washington.
