Have you been bothered by Victor? Have you called 911? I have, more than once. Some people believe he's just a harmless "slow" guy. I hear him talk of hurting people and killing them. He yells at the immigrants who barely speak English since he knows they won't retaliate. Any and almost every woman walking down the street becomes an object of his harassment.
His family moved to NJ and left him alone in the house and he is incapable of taking care of himself. He tends not to take his meds and the neighborhood becomes victim to his delusions. He invites crack whores into his house on a regular basis. He told me he was going to shoot me. He pisses on his sidewalk. What can be done about this menace? Ladies, if he harasses you, don't dismiss it, please call the police. |

This Victor is the the son of Victor and Marie.
His family has been repeatedly told he's not taking his meds and admits it. His family also says to call the police on him. It's a shame, they've abandoned him except for one brother checking in on him and giving him cigarrettes, which isn't a great idea since the fire department has been to the house a couple times in recent years because he fell asleep with a cigarette and lit his blankets on fire. |

I've not been specifically harrassed by Victor, but I learned about him early on and have always given him a wide berth. Who is paying for his bills?
Perhaps those on PhillyBlog who have social work expertise can advise us. Unfortunately, since the 1980s, the laws supporting involuntary commitment have been greatly weakened, so I guess reporting him for criminal violations is the only way to get him seen by someone in authority. ![]() |

Please do not confuse the 8th and Federal Victor with my favorite neighbour, the 7th and Federal Victor. Surely many of you know him as well and I would hate for there to be confusion.
What does 8th and Federal Victor look like? What does he do that is harassing so I know? Thank you!
