Ethnicity has always been a factor in city elections

Consider the case of Judge William Maurantanni. People, especiually italian americans thought he was Italian so they voted for him. Turns out he was Japanese american.

Marutani's (check your spellling!) campaign people knew this and took deliberate advantage of this fact. Any of his campaign material was printed without his picture on it. This sort of campaigning cuts both ways.
