Hate to say it, but no, the family did not pay the property tax bill for most of those years until only recently when the private tax collection agency started aggressively collecting in 19146. These residents justify this by saying that they are long time residents who can't afford the tax bill. Trouble with that is

1. they can afford the tax bill as well as I can
2. they weren't paying the taxes even when taxes were low.
