I recently passed some lots on the 2700 block of Annin st. in the Grays Ferry section, which is where i live. i wondered who might be the owners because the 2600 and 2700 blocks are mostly all lots. In doing a property search via
http://brtweb.phila.gov/ I noticed that most if not all the lots have not paid property taxes since 1996 and most are tagged for sheriff sale. That was the first thing that got my attention, but after looking further i started to see some odd looking things with mailing addresses. some even go in circles. there's a Kevin Hannah listed as owner of several lots and there is also a Kevin Hanna who is the Secretary of Housing and Neighborhood preservation in Phila.. That doesnt mean anything in particular, i just happend to notice it. its mainly the taxes not being paid that i'm wondering about and the addresses that go in circles. for one example, one Annin st. address gives an abandoned church on Federal st. as the mailing address and the church gives a different{owned by Mannion steel} Annin st address which is right next door to the first one i checked on. Another example is an Annin st. address gives a Wharton st address for mailing and the Wharton st. address is a vacant lot now owned by the city. There's some other area's in Grays Ferry which taxes haven't been paid on lots since 1996 but this is a cluster and it really got my attention. None of this may mean anything at all but i thought maybe someone on here might be more familiar with this sort of thing and i'd get an education on why all this is so. Such as ,incorrect recording on taxes?

The city ,as of September of this year, passed a bill allowing private developers to purchase lots which was previously not permitted and it is fact that Kevin Hanna pushed for this, all for the good of the city I'm sure. I've noticed that since Sept. the city has been demolishing properties in Grays Ferry that were still salvagable, although i'm sure they covered their bases with some sort of reports on these and future targeted properties. I was in construction for many ,many years and i know these properties could have been set for other programs which are supposedly designed for blue coller working stiffs and low income. What I'm wondering is ,are these properties and lots owned by alot of the same people,purchased with inside info and influence? You can use an alias to buy property and no one would be the wiser. I'm also wondering if Kevin Hanna is politically appointed and if that seat was filled by him in 1996 :what_huh: . Now that would be a strange and interesting coincidence. There's also a trail going to 2400 or 2500 block of Wharton which are large comercial locations with thousands of square feet, also owned by people named Hanna. Now the name Hanna truly could be a coincidence but i doubt if the non payment of taxes is.

Although the Hanna{h} ownership wasn't my primary interest, I thank you. What I'm really itching to know is why these taxes and alot of other lots taxes in Grays Ferry all stopped making payment in 1996 and why all the running in circles with the addresses? I'm fairly confident that someone on here might have a clue as to why this is so. And thanks again.

You touch on a very important problem. City records are not corrected and updated to a proper standard. The software used is not user friendly, so making corrections are costly in terms of time in labor.
Try looking at Hallwatch.org to get an idea of if the Revenue/BRT records coincide with the deed records. Hint: The tax man seems to be correct 92% of the time. That is quite a comment on the quality of Deed records. We could do more to make publicly held information of a higher quality, but it would involve making nepotism and patronage illegal. |
