Default Neighborhood animal neglect

For a few months now, I have noticed that the people who lived behind me to the right leave their dog out for hours upon hours while it howls and cries at the back door. It's a medium sized dog, and their yard is small and from my window I cannot confirm/deny that it has any type of shelter. While this was a minor concern of mine in the summer, last night the dog was out when I got home at 10:30 pm until I fell asleep around midnight. I tried calling the SPCA, but they were obviously of little help at that hour. I next tried my local precinct, and they told us to call 911 - which we did. I am not sure if the police ever showed up at their house since we could not provide an exact address, but the dog was not outside when I woke up this morning. I am not one to intrude into other people's lives, but I cannot condone leaving a dog outside for long periods of time in 29 degree weather. I don't think these people will change their ways unless someone with authority speaks to them. Should I continue to get through with the SPCA?

Yes Please Call And Keep Calling , You Know The More I Am Around People The More I Love Animals, Its A Shame These Things Happen To These Dogs And Cats, Too Bad We Cant Put Some Of These Owners Out In The Yard All Night See How Much They Like It.

Default another dog was out last night on 1400 block of S. 13th or Clarion

I heard a dog barking all night long last night. It was somewhere in a backyard on s. 13th or on Clarion Street in the 1400 block. I could not see a dog in any backyards that my window looks out upon, but clearly someone's dog was left out in the cold. It made me so sad. The only thing I could think about doing was walking through my back alley to have a look around and see if I could find the dog, but after about 9 this morning, there was no more barking.
