Default Reporting Senior Tax Discount Fraud

Seniors in Philly can freeze their taxes at the time of the date of their application to the program. This can result in thousands of dollars a year in savings.

But what happens when the senior dies and the relatives inherit the house?

In Philly, if the relatives say nothing, it is common that the deceased person's bill remains in their name for some time, often for years or decades.

What do we do when we see this sort of fraud going on that robs schools, fire, police, and city services of much needed income?

My understanding is that Seniors need to requalify for the program on an annual basis, showing proof of income as part of the process. While I am sure there are lots of folks who can and do work around this, I don't think it's particularly easy. And, it is only very low income Seniors who qualify for the tax freeze in the first place.
