Basically. The Italian Market runs through what is generally considered to be Bella Vista (South to Washington, roughly 5th to - what? - 11th?). I'd say Bella Vista is a slightly larger area than what's implied by the phrase "Italian Market area," though - just a few blocks right around the Market (9th St.).
