random,
The proposed D&D, along with every other business in the district, has to pay an assessment that pays for daily trash cleanup(on weekends twice a day), police(the ministation), and beautification projects(streetscape), and events. Any takeout is also required to retain trashcans in front of their property.

How would you propose the community force the DD to pay the costs of the negative externalities it generates but doesn't pay for -- take out trash blowing around on the streets, beggars who know chain businesses like this don't care about what goes on out front, displacement of a potentially more desirable business (I'm not saying a DD is undesirable, but I also don't own a business on South -- does a DD give the business district "bounce" or just give the building owner $$$ while dragging everyone around it down?). If the answer is that the DD pretty much has to be allowed to be a free rider, then the community does have a say -- they are the ones who pay to deal with the negative externalities and therefore have a voice in deciding if they want to, or not.

You have finally justified the importance of my testicles by capitalizing them as a proper name. Thankyou.

Do you know what irrational means? It means that a person lacks understanding or mental clarity. Sparklelittle's statement was:
"Or maybe we can convince the city to put in more city cans when they finally give us our trees back on South Street."

First, they are not sparkle's trees. Secondly , the city isn't the one who is "giving the trees back", and third-the cans are being replaced, and I suggested where they can see a sample. After this statement, sparklelittle stated that:
I am allowed to miss the trees until they are replaced. You'll just have to deal with it.
Sure, sparklelittle is allowed to miss the trees. They are also allowed to miss a blue sky on a rainy day, bluebirds in the winter, and all of the other things that make them sound like an idealistic 2nd grader on acid. I'll "just have to deal with it"-kinda like how I deal with your pathetically pensive retorts that are merely geared to start an argument.

He misses the trees, even though the tree's that are missing. Will be replaced someday...

That makes sense to me? Unless there aren't plans to replace the trees..... But it would still be normal for him to miss them.

I dunno though maybe someone can help me out.. Its hard to think with all the noise of people gargling Alesis's Sack cause they think he matters
