Exactly how long has the dumpster been there, and how long has work stopped? I don't understand when you say that construction has stopped for awhile, yet you think its left just so construction crews have parking spots.

HOW DO I APPEAL THE PLACEMENT OF A DUMPSTER NEAR MY HOME?
Call 215-686-2418 to investigate if the dumpster is licensed. If it is, you may file an appeal to the Licenses & Inspections Review Board. If it is not licensed, see the next question. HOW DO I COMPLAIN ABOUT A DUMPSTER THAT VIOLATES THE LAW?The Streets Department's Streets & Walkways Education & Enforcement Program (SWEEP) is the primary enforcer of the dumpster law. You may call them at 215-685-4275. Additinally, the Neighborhood Services Unit (215-685-3097) or your Police District's Sanitation Officer can enforce the law. The Department of Health (215-685-7495) will enforce the regulations on violations of food disposal. You can call the first number listed to determine if the dumpster is licensed and go from there. I think there's a more direct number but I've misplaced it. I called recently to check and see if a dumpster on my block is licensed (it is, but so many in this area are not) and they were able to give me the info. I was looking for in two minutes.

Alesis - What I meant was that the construction has stopped and I see vehicles related to this property snuggled up behind the fence next to the dumpster. I am assuming they are the owners vehicles or perhaps there is still some work being done on the inside of the property and so - they still have "workmen" type trucks. But there is no exterior work/roofing/window replacement - anything that creates large debris - or anything that has gone into that dumpster for awhile. I do not know the real timeframe and I think I should figure that out first though.

Yeah, it's a pain to have one of those outside your house for a long period of time, when I moved into my current home a year ago, within a week they decided to start doing work to expand the bar across the street, well it took them months and months, and then it would leave, I'd get happy...and it'd be back 3 days later, empty... start all over. The loss of 3-4 parking spots sucked, BUT the amount of dust being thrown around from it really sucked, especially since it was summer and I had my front windows open a lot of the time... constantly vacuuming and dusting the living room floor. They would tarp it at night, but on trash night, all the neighbors decided they can throw the little cvs bags full of trash that they all have up there...so the next morning, they never got picked up by the trash men, AND when the tarp was taken off, the bags just fell all over the street. Sorry, I know this doesn't help you at all, but figured it was a good time to get a dumpster story off my chest.
