Understandable. Sorry for misunderstanding-although you obviously hit on a pet peeve I have about our neighborhood...hehehe
The problem is, how is PPA to know that it's "your" car? The attendant has no choice but to ticket the car. Additionally, they are not going to clog the system by saying "if you get a ticket and can prove its your address, we'll remove it". The law protects the garage owner's rights-otherwise, PPA would have to let anyone park in front of a person's garage.
