The methodology of this legislation was misleading from the start, as with any other piece of law that begins creating district division.

A law was enacted several years ago to begin the formulation of neighborhood conservation districts. It didn't get opposition because no one knew what it was at the time. Dicicco passed a law saying a certain type of quasi-historical-but-not-really-district could be created, and that was about it.

Now, several years later, that legislation is being targeted towards QV, which is why it is getting attention now.

EDIT: Longer ago than I thought. Next month will mark 4 years since the QV NCD was first proposed.

Hawthorne was once part of society hill and the south street headhouse district, with its epicenter being at washington square.

Rizzo once said a rather impolite thing about the residents and patrons of Hawthorne, and so began the gentrification of Society Hill. The residents were stripped of their community, and were sent down to the current location, and the city merely transplanted the name Hawthorne to its current boundaries.

Well, I opposed it. Wrote to QVNA board and everything. You can check out earlier threads here and see that.

Yeah, that's a great deal.
I believe the NCD would be COMPLETELY SEPARATE from and in addition to, the Historical Commission. If I am not mistaken, the NCD would be made up of unqualified neighbors....like every neighborhood Zoning committee...and they would determine what was allowed.

timk, it is way worse.
First, you have to get your permit. Your denied and they send you to planning. planning sends you to qvna. qvna makes their biased nimby opinion which amounts to a no. You then go back to planning com. who then look at your project and say no because qvna said no. The planning commission estimates that the process will take about 3months according to the representative who was at the previous qvna meeting about this.

And all of this can happen if you wish to put up an exterior mail box or an 5"x7" iron window protector on your facade. New door? Yep. replacement windows? Yep. Any little thing will be completely controlled by the queen village nazi association.

It is VERY IMPORTANT that Queen Village residents who oppose this legislation take the time to write to DiCicco OR, if possible, attend Thursday night's meeting of QVNA (7:30 at St Philip Neri Church - 216 Queen St).

I heard back from Brian Abernathy about my response to the proposed legislation. Here is some of what he said....

Quote:
Having said that, several valid concerns have been raised. This Thursday at 7:30 at St. Philip Neri Church QVNA will discuss the proposal - both the Councilman and the Planning Commission will be in attendance.

Regarding the opposition vote, the legislation is consistent with State Law. Despite these provisions, however, the Councilman and I have been clear that we have no desire to push this legislation without a clear consensus within the community. To date, that consensus is in doubt. We hope that the meeting on the 15th provides some clarity.
Quote:
However, I'd be surprised if the Councilman (or QVNA for that matter) move forward if there is significant opposition

Please, let's show them that there is a SIGNIFICANT opposition to this legislation.

Don't let QVNA's NCD tell you what your house can look like.....

Default Meeting Tomorrow

Apparently, Councilman DiCicco will be in attendance.
It seems, as said several times already, that this is as good a time as any to make opinions heard.

If DiCicco does intend to only move this proposal forward with significant neighborhood approval, then those who are worried about the future of their homes cannot be outnumbered tomorrow by those in favor of this proposal as it stands.

Now that (sigh!) the Flyers hopes are dashed...

cyas there.

Just bumping this to remind people to come to the QVNA meeting tonight and express their opinion.

Aside from writing a letter, which I have already done, is there anything that I, or anyone for that matter, can do to support the defeat of this prospective legislation if one could not make the meeting tonight?
