Found this interesting notation in QVNA meeting minutes:

April 7, 2005
Neighborhood Improvement District: LRC currently cleans the numbered streets every Monday funded by grants that QVNA receives. The neighborhood may want to look into
becoming a NID in which all households would be taxed a small amount and the streets would be cleaned by independent contractors, much like the Center City District.

Washington Square West Civic is looking into becoming a NID and David will make a call to see what they have learned. The neighborhood may also want to start a fundraising
campaign to pay for these services. David will write an article about this in the Crier.

Lo and behold, what shows up in October 2005?
October 6, 2005
Conservation District – Guidelines are written. Suggestions from John Gallery have been incorporated.
Grant $ may be available if approved. Guidelines must be presented to board and neighbors.

As (I think)Shosh suggested before-sometime its all about the benjamins.

Ain't that the fact. I could care less about the grant money, but I definitely see this as a first step to assessments. The current bill gets passed, and we become an NCD/NID. Next year, it's up for renewal, and there's one small additional line that allows QVNA to collect a "small" assessment for administering the NCD/NID. The QV population, having been herded into "approving" the initial bill, won't be able to mount a significant defense and the renewal -- with the assessment -- sails through.

The neighborhood group would change its tax status (to 501.c4, I think?), and would then create a budget then divide the bill amongst the property owners. Center city does it as well as the south street district.

The hilarious thing is that the QVNA cleaning crews only do a small part of Queen Village. South Street taxes pay to clean the upper third, and QV only pays to clean, dare I say, certain "key" blocks where present and former boardmembers reside. There are several areas which have not been touched since day one of this program.

Alternatively, people could go outside their houses and pick up any litter lying about. Or when walking home from work they could pick up one piece of trash and throw it into a trashcan...or take it home and put it into their own trash.

Beware the NCD.

This just dawned on me the other day....

The "sunset clause" which QVNA and the Planning Commission are trumpeting as our "escape" should this not work out....is in reality the biggest threat to us all.

Why?

Because once this legislation is passed, it will have to be revisited within a year....and when it is revisited, what do you think the QVNA proponents are going to say? "Its working well, but we want to add this, that, and the other restriction to it." And if you think an addendum to this bill 11 months down the road is going to be broadcast, distributed, put out for public comment or vote....you are crazy. The revised version will be authored by QVNA, approved by DiCicco and unanimously supported by council.

If this first version is approved, look out, because it is only going to get worse.

Oh, and in other news, I learned the other day that Richard Cole, the "author" and biggest proponent of this legislation....is supposedly moving to Society Hill. He should love it there, he'll fit right in.

Stop the NCD before it is too late!!!

To officially object to this ordinance you must file a written objection with the Clerk of Council prior to June 11th. Rm 402 City Hall, Phila PA 19107. Reference Queen Village Conservation District.
