It's about the roughest block in QV. 5th, Washington north to Queen is probably the worst block in QV as far as crime. Was/are drug deals going on all the time; cars broken into (more so than on other blocks in QV). There are frequently cop cars parked on the block as a deterrent (a good thing actually), and before there was a need at 12th and Fitz for the same car parks, they were there more often.
Moving west just one block to 6th, or north to Queen makes a world of difference. Even a block south of Washington is a considerable improvement.

The Philadelphia Weekly just rated the corner of 5th and Capernter to be the 9th worst drug corner in the city:

i live at 5th and Catharine, and have felt safe for the past 4 years. I am getting more and more anxious though as summer approaches and the violent crime rate in the city as a whole escalates. I rarely, if ever, pass between washington and christian on 5th. I did hear that some buildings along this stretch were scheduled for demo in a move to eliminate shelter for drug sales. Has anything happened? Will it? Are most of the properties on the west side of 5th street abandonned?

Some of the properties between Washington and Carpenter have been fixed up since the demolition notice. Reese St has also been slightly improved (cleaner and feels less like a dangerous alley) since the notices went up. But many of the properties in this stretch are indeed vacant boarded up shells. I was very hopeful when the demolition notices went up that they would help to improve this corridor, but nothing drastic has happened yet.
