I don't usually have an issue with seepage, but with this rain I had about 3cm in one low corner of the basement. From the other side of the house, I heard a drip in the wall which I think was from my neighbor's flooded basement! Her house's foundation is about 2m higher than mine...

With the amount of rain, I think we made out ok.

You're probably right - what can we do about that? We're not looking to stay here very long so tearing apart the basement is not an option. We tried sealing the floor but the clear stuff was pretty useless. Anything we can pour all over that causes it to be impermeable? Let's say it is the Water Dept's issue - who do we call? I think there's just too much water near our home and nowhere for it to - the drains are probably very old (we're in Bella Vista).

I think you have two choices. Pop off the tiles in the middle of the floor and see if there is an old drain.....or deal with seepage. Anything else is nothing more than a coverup of the real problem. If you think it might be a city problem you need to call the water department.
