Yes, the PICA provides oversight of the budget, requiring it to be balanced over a five year period, but it hardly owns the city and certainly doesn't tell it what to do. But that is simply to protect its interest in the loan it made to the city.
Now, if you are suggesting that Mayor Street does exactly what Gov Rendell tells him to do then that is another story altogether.
What does being "on the border" have anything to do with anything?
