Don't worry about being friends with these inconsiderate twits. They're not being the least bit neighborly to you. In a calm and civil voice, tell him he needs to stop driving on your sidewalk, that he's damaging your property. If he protests, tell him you two have a problem, and if you have to call the cops or go to small-claims court over it, you will. Then call the cops the next time he does it. He already owes you for the damage to your drain. If you feel he needs some warning before you start billing him, this conversation should do it. Good luck! I know it's much easier said than done.
