The law amounts to the same amount of garbage as any other modern legislature in Philadelphia. They put in 100 vague violations, which will only further the intimidation L&I can enact on any businessperson-allowing a tenant to sue for punitive damages over a loose tile in a rental is nonsense. PA has some of the best absentee landlord laws in the U.S. that effectively regulate landlords, and I fully support them. If a window is cracked, you fix it, or your fined and the tenant can escrow their rents. Mariano's plan would allow L&I to deny your licensing, and then allow the tenant to sue because they had to move-should be a good year for the TV lawyers if this gets passed.
