The owner is supposed to be billed for that (so don't get any ideas) but I don't know what jurisdiction the CA people have to bill people.

Not sure what CA stands for but if the city comes to clean out a lot the owner is getting the bill for it. If the owner will ever pay the bill is different issue. The city came to clean up that junkyard on the 600 block of queen a few weeks ago after many neighbors complained and the city crew told me that the owner will get the bill for the usage of the loader, a large truck and the cleaning crew.

The services provided by Citizens' Alliance for Better Neighborhoods, including sidewalk and street sweeping, alley cleaning, graffiti removal, tree planting, vacant lot clearing, etc, are all free of charge.

It is my understanding that a citizen requesting service would not be charged. However, the CA is supposed to charge an absentee landlord/nuisance property if they have to clean up an abandoned lot, a lot of trash, etc.
