Posted Nov. 26, 2003 -- The D.C.-based National Coalition for the Homeless and its National Homeless Civil Rights Organizing Project have compiled the following list of hostile laws enacted that criminalize homeless victims. The cities surveyed represent rural, urban and suburban areas across the country.Advertisement
Las Vegas, San Francisco and New York City rank 1-2-3 in ordinances that force the homeless to move on, according to the survey. This is from an article on BET.com http://www.bet.com/articles/0,,p447gb8072-8918,00.html. Too bad Philadelphia's not on this list!

okay cc, you tend to throw that naked guy thing like it happens every day. i've yet to see any naked people on market street. it ain't like chicago or nyc don't have corruption in city hall...they just demand a bit more out of them for their money. i mean c'mon, mayor daly isn't corrupt? it's just that in new york, they seem to demand a bit of public safety and sanitation and even that was dropped until guliani made it come back. last time i was up there i ntoiced an od trend in not ahving any streetlights on huge avenues (5th and sixth.) I walked up broadway to midtown and it was covered in trash. worse than anywhere in center city (except maybe market st.) on trash day, which I assume it had to have been. it's ain't all sh*ts and giggles in any major old, corrupt east coast town. I was up in New York around the West Side when a large, 50 year old hooker may or may not have been a women) walked up and grabbed my crotch and said a few things I won't repeat on the blog. (no, ididn't take her home blob). There are problems in other cities too. we just need more accountability. a reforming mayor once in a while. let's see what NY looks like when Bloomie is done. okay, so it will never slide like philly but things do get worse and better there as well.

Hey all this talk of what a happy go lucky feel good place NYC makes me miss the good ol days. Where can I recreate the following NYC experiences in Philly...?
-Police clubbing a homeless guy to a pulp in front of a huge crowd of onlookers, this was after a police dog had mauled him silly. -Another police clubbing, a resident of the crack hotel above CB's. This time onlooking kids attacked the police. -Daily violence in washington square. -Homeless guy fall in the middle of 42nd street as people surged over him. One guy in a suit finally begged me to help the guy up, which I did. The disregard for human life was shocking, even to a 19 year old cynic. -Two guys pounding the living ^$^$ out of a woman down near the bowery. People would not get involved in this and cops d/n show up for quite awhile...not pretty. -Skinheads docking a peacenik in battery park. Saw this quite a few times. Usually lots of onlookers, even more going about there business. -A stabbing at rock hotel. The crowd was pissed that the show ended. -A broken bottle stabbing in the bathroom at a subway station. Guy standing next to me at the wall. -Where is the best place to get mugged in Philly? Also my girlfriend at the time got stomped on the subway once for looking at someone the wrong way. -Crowds of kids wilding through 42nd street during new years knocking old jersyians down. Fills me with holiday cheer to think about them all, ![]()
