Default How does Philly for Change spend/get its money?

It is the responsibility of the electorate to not only keep watch over its elected officials, but to watch over those that support elected officials.

Per the law, any "committee, club, association or other group of persons which receives contributions or makes expenditures..." "...in an aggregate amount of two hundred fifty dollars ($250) or more shall file a registration statement".

Philly for Change doesn't seem to be registered with the State Bureau of Elections or the City's Board of Elections.

Also, they "shall file with the appropriate supervisor reports of receipts and expenditures on forms, designed by the Secretary of the Commonwealth, if the amount received or expended or liabilities incurred shall exceed the sum of two hundred fifty dollars ($250)" as well as "... files such report with the Secretary of the Commonwealth ... shall at the same time file with the Board of Ethics a copy of all information set forth in such report, in an electronic format mandated by the Board of Ethics."

If we check the tools available:

we see candidates report giving money to PfC, but no reports submitted by PfC.

Any reason why PfC isn't registered as a PAC with no reports on file? Why is a group that endorses and supports candidates not reporting their finances?

This weather is freakin fantastic. If we had one more day like yesterday I was gonna snap!

I wish the Phils could've pulled out that win last night, but no big deal. I see us taking the next two in FLA.

PFC for what its worth does not do a whole lot of activity that warrants reporting. Their whole focus is activist based - canvassers, e-day workers, phone banking, letter writing. They put their endorsements via press release rather than ads in the Public Record. Most of their news, communications, etc are web based and the web space comes from DFA. Its all about manpower, not so much cash. The only expense of note I can think of in the last two years was the voting guide for the City Council races in the primary 2007.

What's up Mr. Doesnogood? Did David Sternberg step on your toes or Jen Murphy turn you down for a date? Or possibly the other way around?

Okay, I'm curious: are you saying PFC for some reason isn't subject to state/city registration and reporting requirements? Because there would certainly be some irony in a group that champions transparency itself failing to comply with disclosure rules.

I emailed her to find out the real name of the pac where the monies go to pfc or dfa or another one.
