When you pry Philly from the cold dead hands of Comcast. The likelihood of Verizon making any inroads in Philly when we've just built a 900-ft homage to the cable giant is about the same as getting a good cold front in Hell. I'm sure fits and starts are possible, but it would be horribly expensive for Verizon to dig up the streets of outer Philly for FIOS. And that's not including the Comcast tax (the money Verizon would have to spend to defeat Comcast's many legal motions and blocking tactics).
But I am right there with you brother - I'd happily switch over to FIOS and even get the TV portion.
