Based on the style of the rowhouses, I would say that picture was taken close to 54th and Locust. Possibly the lower part of Strawberry Mansion.

I take the R5 to get to work (I live in North Wales) and I can see the exact same type of rowhousing all the way down to center city.

So I guess it could be anywhere within the philadelphia city borders, atleast just based on the housing features.
