First time I saw them was at the Jeff garage at 10&Chestnut last year.
They're part of the forms.

They are called vertical slip forms. They fill the void area within forms with rebar & concrete. When the concrete is set they use hydaulics to jack up the whole section to start the next level.

I also think a lot of time/work went into reinforcing the commuter tunnel so it can bear the weight of the building and so it doesn't have to be done again for a real long time. makes sense to do it before you lay the foundation, not after.

That's what the exterior of the building is going to look like when finished. I'm pretty sure they use it as a showroom for potential tenants.

I believe (I could be wrong)...that mock ups like this one are for testing purposes. You'll see them at most high rise construction sites. For instance, if there is a flaw in the design that causes water to leak through, they would be able to catch it and make alterations to the design before they actually put the skin on the building. Its a lot easier to catch problems beforehand.

It's what both of you said. A preview with a purpose.

They started laying the steel beems today. One of the construction guys says the first part is for the garage. The construction will get a lot more interesting now! "GO COMCAST GO!" to quote Sasso
