You still can and relatively inexpensively, too. USAirways (yeah, yeah, I know) runs daily flights between Philly & Shannon & Dublin all year around; British Airways runs 2-3 daily flights between Philly & London too. Yes, the cost of living is expensive and the British pound is high, but you can budget and still have fun. Scandanavia is quite expensive, but if you were to tack on a trip to say Stockholm from London, you can fly Ryan Air or some other cheap airline and make it work. Go in the off season (before May and after August).
