My solution for da carnival should be to move it from Fairmount Park to Broad and Olney. I'm serious about this because there's no real interaction between the bands and the audience. Plus there's very little businesses nearby and nearby that park is a pretty shady area.
The carnivals in Brooklyn (Eastern Pkwy and Utica Ave), Boston (Blue Hill Ave and Talbot Ave), and DC (Rhode Island Ave), are all in busines districts, but placing the Philly carnival in an isolated place isn't going to generate a lot revenue or excitement. In other words, it sucks, and something needs to change!!!
