Are you joking? That is such a small amount of money and will have no impact here. What will have an impact is that DiCicco is on record as stating this is his last term. He does not care about the next election. So he doesn't care if pisses off any voters and he does not care about future campaign contributions - that is if you believe he's done.

So again, someone wth knowledge please explain the process here.

I've seen it happen before and if you think that the if opponents won't use this as a conflict of interest for DiCiccio you are clueless.

I don't know that it's an inconsequential sum of money for a coucilmanic race, but I don't think that DiCicco cares about it, given that he's apparently in his last term. Also, even if the twenty-odd screeching opponents of Stamper Square get royally mad, there's nothing they could do to unset him should he choose to run again.

And in this case he's doing the right thing.

For real, we're talking local politicians here, not the Obama campaign. These sleazy guys will bend over backwards for less than the cost of your kids lunch money.

I know who and what we are talking about and how long this has been going on. It's sad but very true.

I still believe that if God himself came down and approved this project that it would never get the the ground.

What's typical is these bougey idiots crying foul over developers trying to replace a trash-strewn crack alley with something of aesthetic and economic value. How and why it gets done are two entirely different issues.
