In regards to the proposed street furniture program- we do currently have a contract for street furniture, but it obviously isn't serving us as well as it could. Street attempted to get a new contract done before he left, but the Request for Proposals (RFP) that was issued had absolutely no public input process, was poorly written and required little additional amenities for what would be a 20-year contract.
City Council would have had to approve it and no member of Council agreed to introduce the legislation before the end of Streets term. Well, that just sucks! I feel badly for you having this in your area. The issue of dumping (and it is a big issue) really gets me pissed. Good luck with anything you can do to catch the ignoramuses and rub their dumping noses in it!

A lot of it comes from people on York St between Vine and Wood. Most of it ends up in my parking lot or the street, a couple of days ago the pile was 4 feet high.

A law was recently passed that will up the fines to $150 for placing residential waste in public cans-and yes, police will be bound to enforce it, as well as the streets dept.
The bill is currently sitting on the mayors desk for signing, and(I think) it will become law upon his signature.
