Have there been any accidents relative to the missing manhole covers?

We had a very good family friend who was in a serious collision because some teens stole a stop sign on some back country roads. His mother died, and he and his wife sustained serious injuries and have permanent problems.

No no no, it's the media's to blame. Kids today see Iron Man, so they're gearing up to build a low-tech version 1 armor suit. You think violence in the city heats up in the summer. Wait for the armor wars.

I would think that a scrap yard that takes a manhole cover is quite aware of the fact that it wasn't legally obtained. I wonder if an occasional raid on a scrap yard might curtail some of this behavior.

I imagine the manpower costs of getting probable cause, search warrants and conducting the actual raid outweighs the cost of just alerting the public and buying new covers. It's also not likely a metal reprocessor is going to sit on a pile of manhole covers waiting for an RFP from the streets dept. on which they can lowball bid. The covers I imagine get melted down to pig iron and put back on the materials market pretty quick.
