There used to be a group called PhillyWalks - not sure if they're defunct or folks just lost interest. A quick google search shows little updates over the last few years.

Would certainly be a good cause to re-kindle.

Some simple traffic calming on 4th Street would work wonders - it's essentially a nice wide speedway with little to encourage slowing down once you get south of Race down to Market.
