I noticed you have some troublemakers on the 4th floor facing west. They seem to be about 20 to 23 years of age and like to hangout on their balcony and smoke pot, scream obscenities at women walking by and throw objects and spit at cars driving up 4th street.

Please take a photo with your cellphone or digital camera and drop it off at the front desk. If anyone in the building causes a disturbance to the community, building management will put an end to it. Which balcony? The corner of 4th and Vine?
The next balcony heading North (middle of the block)? or the corner of 4th and Wood?

When was the photo taken? I'm pretty sure I've seen this photo before, and if I'm correct, it is about a year old.
Is this an on-going problem? Is the problem with the same residents? Do you have any recent photos?

It isn't easy controlling the behavior of individuals in their own units, and on their own balconies. If you have evidence of a current problem, or a recent incident, the family can be approached about taking appropriate steps to deal with the individual. If this is the photo I've seen a year ago, then the family is already aware of the apparently delinquent behavior and have been asked to provide greater supervision.

Yes it's a year old. I don't have anything current since most of the time it happens at night or I don't have my camera with me. Last week they were out there at 2 am screaming at people a block away and threw a couple of bottles into the parking lot across the street. I've spoken to a few people that live there and across the street (York Street) and they're getting very fed up with the problem. I feel that York Square is one of the nicer buildings in Old City and I would hate to see it get a bad reputation because of this.
