My mistake...I did mean the city's Arts Commission. Got it stuck in my head because they have a special process for Old City signage.

But of course. And it doesn't make sense when their buildings sit vacant for ages, often looking like crap, or a business moves in and has to close a short time later. That's why, in my Utopia Old City, there would be caps and conditions. I believe it would benefit everyone in the long run.
