My mom was recently fined, and subsequently SUED by the city (who put a lien on her house) for putting recycling in with the regular trash, and she is very careful to separate her trash/recycling.
The guy next door always puts his empty beer bottles in my mom's trash cans!!! She caught him tonight putting an ENTIRE EMPTY CASE on her lawn. They dump their trash bags in the back of her property (they have NO cans or recycling bins), and if my brother doesn't take them out on trash night, they will sit there for weeks!
One time, he was cleaning out his car, and took HER trash can from the front of her house and FILLED it with his sh!t!!!!'
Tonight, she took everything they put on her lawn and in her cans, and put it back on their lawn. Less than five minutes later, he sent someone out to take them down the street somewhere.
I suggested she put all the bottles right in front of their door, so they trip on them when they come out. I also suggested that she take any bags that they put out back of her house, and put them back on their property, wait a few weeks, and call CLIP.
Sorry for the novel, but does anyone have any advice for any recourse for her?? As stated before, this is starting to cost her money. Of course, she wants to move out of that dump ASAP, but she can't do it financially right now.

Sorry to tell you this, Maureen, but there ain't jack doo-doo the cops will do until someone comes after your mother with a butcher knife, like happened to my sister. She had a neighbor who may or may not have been Section 8, but she moved in all her extended family after she'd been there a few months. She had a layabout brother and sister there. AT some point, the woman began harrassing my sister, vandalized her car, she went to the P.O. and changed my sisters address and started picking up her mail (A FEDERAL OFFENSE!), came after her with a shovel, called her job (my sister works for a government agency) and the FBI came and questioned my sister, and threatened to kill her. My teenage nephews made weapons out of their hockey sticks they were so concerned for their mother's safety. One day the whack job came out of her house with a butcher knife and threatened to "cut her."
Cops were called, she was finally carted away(all the other times they chalked it up to "domestic disturbance" and thought my sister was making it up because of the race difference). One cop charged her with attempted murder, the DA knocked it down to assault with a deadly weapon, and the judge finally knocked it down to "terroristic threats." Months later when they went to court, she got 2 years probation. Sad to say, my sister probably should have let her cut her. At least then they couldn't call it terroristic threats!
Nobody cares. They just don't care. The whole city is considered North Philly now.
