Thanks so much for everyone's advice, I really appreciate it. I will take up your offers of private assistance.

I looked up the address, and found who owns the home, and their address.

You may be right that it not a Section 8 property. We just assumed it was, as it was in the past. Is there any way to tell on the Hallwatch site?

I too am fascinated by neighborhood history. I am 2nd in amount of time lived on my block & I recently made an archive for some of my newer neighbors. Your deed should tell you the year your house was built & the original owners. I talked with lots of neighbors over the years to find out about previous owners etc., I also found pictures on phillyhistory.org. Good Luck

Do some digging! If it's not a S8 house, you actually have more recourse!

I'm not so sure about that. Section isn't just for jobless people. Low-income workers can also get Section 8, I'm pretty sure. Maybe she's just making minimum wage.

I suggested she put all the bottles right in front of their door, so they trip on them when they come out. I also suggested that she take any bags that they put out back of her house, and put them back on their property, wait a few weeks, and call CLIP.

Sorry for the novel, but does anyone have any advice for any recourse for her?? As stated before, this is starting to cost her money. Of course, she wants to move out of that dump ASAP, but she can't do it financially right now.

Can you PM me where you mom lives? Maybe even contacting the community relations officer would help?
