A few months ago I was up late (or early depending on how you look at it) 4am and remembered I had to take out the trash. Ok, I'll admit I missed the week before so I had several bags.
So I take out all these bags, go into the house to get the last bag, come out with it and...to my surprise, all the other bags I put out were gutted, slashed open! Trash pouring out all over! I could not believe my eyes. First I thought this was something against me only...but then I looked at my neighbors bags and they were all also gutted. Remember, its still dark....but waaaaaay in the distance down by the end of the almost the next block, I see a pickup truck driving real slow and a guy "inspecting" a bag & getting back in the truck. Now living in the city all my life I am used to the usual trash pickers looking to fix up refrigerators or whatever and taking those type things. But their "pickup" had nothing in it. So I call 911. They actually respond in about 20 minutes and go scour the hood. Meantime now another trash picker truck (with junk in back) does their usual run for junk. The police come back to me and I ask about the situation. First of all, our great laws have disarmed the police because I reported the color of green or something and it was silver (it was way down a dark street!). And I also reported 2 guys and there were 4. Now because I got that info wrong technically there was nothing they could do even if they did do something unlawful I was told by the officer. But anyway, I say to the officer they must be looking for credit card numbers or account numbers, etc. And he remarked how "you citizens think you know it all". Now I have all the respect in the world for the police, its a dangerous job and they have to put up with lots of crap and I would not want to do it. He goes on to say he pulled them over and inspected the truck and they were out collecting items to "fix up". He said they had very little in the truck, just a few lawn ornaments. Now, I don't know about you, but my thought process is slashing open all trash bags is looking for more than just lawn ornaments. So...not trying to be wise, I asked why they did not take my neighbor's 13" tv sitting there in line with his slashed bags. He replied, " they know what can be fixed"...but , how do they know even whats wrong with it???? Would they not take it and open it to discover that? Anyway, I'm not sure if I was just tired or he was just that naive. But he also stated (which I knew was coming), that going through peoples trash is NOT illegal. But making a mess on the streets is. I've seen those junk trucks come down my back driveway in search of goodies too.
So far we haven't encountered any problems with torn-up bags or anything. ![]()

I haven't experienced that, but that would really piss me off. I think a BB gun stakeout might be in order. Do you use trash cans? I can't put out loose bags because the squirrels / raccoons get to them and then the trash men go to pick em up and they break. And you know they ain't picking it up. Plus it seems ghetto to me. I've found the junk guys to be beneficial. if have something big i'm tossing, I won't even put it out, i'll grab a junk guy and have him come around to my garage and pick it up. Saves me some leg work. Peace.

Also, a neighbor caught a black male going through his newspapers at the curb and when he came out and asked the guy if he could 'help' him, the guy took off like a bat out of hell. They are looking for your discarded junk mail so they can steal your identity and take advantage of all those credit card offers you got and just threw away. I now have a shredder and I shred all my junk mail. During the summer, I keep my food garbage in hefty bags in my freezer until trash day and I put moth balls in my outside trash can. The animals don't like the smell of moth balls and will stay out of your trash can.

Agreed. The problem I think about is, if you beat his ass, that he knows where you live and can look to retaliate. I have a wife and young kids to think about when I am not home...Never would have thought twice about it back in the day.
